Rigging a “Swimming” Ballyhoo

What do you guys consider the most essential thing is to get correct, when rigging a bait that truly has a excellent paddling action with the tail? I’ve noticed baits rigged, that seem excellent, but truly never have that paddling/swimming action to them when pulled.
