The state at the moment calls for charter boat, head boat and guidebook boat operators to both hold a blanket Coastal Recreational Fishing License or a for-employ vessel allow to charge to consider people fishing. The blanket Coastal Recreational Fishing License is an optional license that for-hire vessels can obtain to cover the fishing license requirement for all people fishing on the boat. The for-hire vessel permit is free of charge, but does not cover the fishing license requirement for all individuals on the boat.
To get either the license or allow, a for-hire boat operator need to hold a U.S. Coast Guard license, display evidence of vessel registration, and present photo identification. License or allow holders are essential to take part in statistical surveys, if asked. The charges and qualifications are the same for each residents and non-citizens.
The N.C. Marine Fisheries Commission has asked the division to set up whether there is public assist for shifting the requirements and if so, to compose a proposal. Any major adjustments would call for approval from the N.C. General Assembly.

Concerns that have been discussed at past commission meetings incorporate:
· Need to the state eliminate the free of charge for-employ permit and require either the blanket Coastal Recreational Fishing License or create a new guidebook permit?
· Ought to the state require necessary liability insurance coverage or other certifications to receive a for-employ license or allow?
· Need to the state call for captains to keep and submit logbooks?
· Ought to the state require for-hire captains to take 1st support and CPR coaching, drug tests or physicals?
· Need to the state call for for-employ vessel inspections?
· If the state really should produce a guide license, what should it charge for residents and non-citizens?
