For the 2011 fishing year, all owners/operators of vessels recreationally fishing for and/or retaining regulated Atlantic Highly Migratory Species (HMS) (Atlantic tunas, sharks, swordfish and billfish) in the Atlantic Ocean, such as the Gulf of Mexico and Caribbean Sea, must receive an Atlantic Really Migratory Species (HMS) Angling permit. For the week ending Nov. 20

Ocean: The moment once again, adverse weather conditions restricted anglers. Offshore anglers had a few favorable days and managed to catch amberjack, dolphin, wahoo, king mackerel and assorted tunas, like yellowfin, blackfin, little tunny, skipjack and Atlantic bonito. Anglers bottom fishing out of the Ocracoke and Hatteras regions made vermilion snapper, blackbelly rosefish, snowy and gag grouper and a number of other people in lesser amounts. Anglers fishing in the midrange location caught king mackerel about the ten- to twelve-mile range, alongside with some red drum and striped bass.

Inlets/Sounds/Bays: Noticed seatrout and striped bass continued to be targeted seriously by anglers in these waters. Noticed seatrout were caught virtually exclusively in the early morning hours and then yet again just just before dim. There had been good catches throughout the place. Roanoke and Croatan Sound anglers had very good luck with striped bass. Significant spots, together with a lot of croaker and kingfish, were caught on a standard basis.

Piers/Shorelines: Anglers managed to catch some spotted seatrout, kingfish and croaker in the near-shore surf zone. Tiny bluefish and the two sleek and spiny dogfish have been caught in the surf zone from Avon southward. There was also an increase in red drum catches.

Central District Pamlico, Craven, Carteret and Onslow Counties

For the week ending Nov. twenty

Ocean: Anglers noted offshore catches of wahoo at the 90-foot drop. Anglers bottom fishing documented very good porgies, small tunny, grunts, triggerfish and pigfish. In the vicinity of shore at Cape Lookout shoals, anglers caught tiny tunny (untrue albacore) and kingfish (sea mullet).

Inlets/Sounds/Bays: Anglers reported wonderful trout in the coastal areas of the rivers and striped bass in the joint waters of the rivers. Flounder reports ended up spotty at the N. Do. Port wall and black drum have been reported down in the White Oak River.

Piers/Shore: Anglers fishing from the beaches caught black drum, pigfish, croaker, bluefish and kingfish (sea mullet). Trout continued to be caught on the seashore and at the jetties.

Southern District Pender, New Hanover and Brunswick Counties

For the week ending Nov. twenty

Ocean: When temperatures permitted, anglers caught wahoo in the thirty- to eighty-pound variety. Fishermen caught a few blackfin tuna and sailfish, as properly. Anglers bottom fishing caught gag, red and scamp groupers. Anglers concentrating on king mackerel about Frying Pan Tower had excellent luck, with some catching their restrict. In the vicinity of-shore reefs developed a handful of flounder and gray trout.

Inlets/Seems/Bays: The rock jetties at Masonboro and Tiny River inlets developed some good sized trout. Red drum were caught in good numbers with the greatest fishing coming from the reduced Cape Concern River and behind Bald Head Island. Very good catches of sea mullet, along with some gray trout, have been caught around the mouth of the Cape Concern River.

Piers/Shore: Anglers fishing on the piers noted catching tons of small black drum, puffers and some huge sea mullet. Surf anglers caught red and black drum, speckled trout and a number of sea mullets.
